Guide to choosing the service

Accessibility assessment or design: which service do you need?

Understand the difference between diagnosing the condition of a property and detailing the solutions to adapt it. Also see where the adaptation plan comes in.

Illustrative documents: they are not templates for filling out or actual service deliveries.

Look for the report to evaluate and record the existing conditions; look for the project to develop and detail the solutions. The two may be part of the same process, but they are not equivalent deliveries. The starting point depends on the objective and what is already known about the property.

What is the difference between an accessibility report and an accessibility project?

The report mainly answers: “What is the situation assessed and what barriers were identified?”. The project answers: “How will the solutions be organized and detailed for this space?”.

Both require technical analysis. The difference is not in one being just a paper and the other a drawing, but in the purpose, the level of information and the responsibility assumed.

O MPSC presents its checklist to support inspections and project preparation. Using common references does not make these activities interchangeable.

What do you get with each service?

Report: documented diagnosis

  • Identification of the property, purpose and areas assessed.
  • Records and measurements relevant to the analysis.
  • Reasoned conclusions and limitations of the survey.
  • Indication of needs that may require projects or interventions.

Project: definition of solutions

  • Organization of solutions for contracted environments.
  • Plans, details and specifications relevant to the stage.
  • Compatibility with the conditions and use of the property.
  • Technical information at the agreed development level.

These items guide the initial conversation, they do not constitute a mandatory package that is the same for everyone. The proposal must explain documents, areas, stages and exclusions.

A report may present recommendations without providing all the details necessary for execution. Likewise, a preliminary study should not be confused with an executive project.

To check a diagnosis with more confidence, read what an accessibility report must contain and what are the limits of ready-made models.

Which one to hire in each situation?

Do you want to know the barriers of an existing property

Before deciding on a renovation, it may be necessary to evaluate the route and conditions of use. O technical accessibility report helps document this situation and identify intervention needs.

For example, changing the counter may not resolve service if a previous barrier prevents the visitor from reaching it. The diagnosis avoids treating an isolated element as a solution to the whole.

Interventions have already been identified and need to be detailed

If the assessment indicates reorganizing access, circulation or restrooms, the accessibility project can develop the necessary alternatives and details. The actual conditions and existing documents must be checked.

In a new building, accessibility can be incorporated into the project from conception, without depending on a prior report for a building that does not yet exist.

You have received a permit requirement

Submit the complete application before hiring by document name. The agency may require specific information or evidence, and a necessary reform may involve activities other than issuing a report.

A Brazilian Inclusion Law, in article 60, § 1, lists operating license and compliance with accessibility rules. Procedure documentation must be confirmed in the local context.

Where does the adaptation plan come in?

When there are several interventions, the adaptation plan organizes priorities, dependencies and sequence. It helps you decide what needs to be studied, designed or contracted at each stage.

Imagine a property in operation that needs to review entrance and service. The plan articulates interventions with operational restrictions, without replacing the diagnosis or details of the necessary projects.

Dividing work into phases does not waive technical requirements or automatically extend administrative deadlines. It also does not mean that budget, works and monitoring are included.

What to send to request a proposal?

Describe the decision you need to make, rather than just asking for “an accessibility document”. Inform:

  • City, use and approximate area of the property.
  • Purpose: diagnosis, renovation, new project or requirement received.
  • Plans, photographs and previous reviews available.
  • Areas involved, access and operation conditions.
  • Informed deadlines and steps you want to take.

In the proposal, check the level of detail, planned visits and reviews and technical responsibility. O CAU explains responsibility for measures relating to the RRT in architecture and urban planning services.

Execution of work, supply, budget and administrative approval should not be assumed as part of the report or project.

Frequently asked questions

Do I always need to hire both services?

Não. The purpose and available information guide the scope. In some cases there is a need for diagnosis and design; in others, the demand is more specific.

Does the project prove that the work was accessible?

The drawing records anticipated solutions. Checking what was performed is another activity, to be defined as necessary. As-built condition should not be assumed from the design.

Does the report or project guarantee the permit?

Não. The decision is up to the competent body and may depend on other conditions and documents. See also the service accessibility report for permit.
