Direct answer

What is the accessibility report for a permit?

It is a technical document that records the assessment of the accessibility conditions of a building to support an operating permit, licensing or regularization process, as requested by the responsible body.

The work considers the existing conditions, the purpose of the process and the applicable technical requirements, including ABNT NBR 9050. The format of the document, the scope of the analysis and the information required need to be checked for each case.

Article 60, § 1, of Brazilian Inclusion Law links the granting and renewal of the operating license to the observation and certification of accessibility rules. This obligation should not be confused with the existence of a single model report or procedure for all municipalities.

When to look for this service and who it is recommended for

The service serves owners, tenants, establishment managers and teams who need to understand or respond to an accessibility requirement in licensing.

  • Opening or renewing activity: to evaluate the accessibility documentation requested in the process.
  • Requirement or notification: when the city hall or other body requests proof of the condition of the property.
  • Regularization: when accessibility analysis is part of the pending issues of the building or activity.
  • Renting or renovation: to learn about existing barriers before making a decision about the space.

If there is not already a formal requirement, one accessibility consultancy can help define the required assessment. For a diagnosis without a specific license purpose, also find out about technical accessibility report.

What will be delivered upon contracting the report

Delivery is a technical report prepared from the survey and analysis of the property. The proposal defines the scope of the work and the records that will integrate the document, such as:

  • identification of the property, purpose and areas evaluated;
  • description of the conditions verified, with records and measurements relevant to the scope;
  • analysis of applicable accessibility requirements and identification of barriers;
  • substantiated technical conclusion and indication of referrals when necessary.

Technical responsibility and registration corresponding to the activity must be defined with the qualified professional. In architecture and urban planning, the Registration of Technical Responsibility (RRT) is the responsibility of the architect or legal entity through their technical manager.

What to send to request a proposal

To begin, inform the city, the address of the property, the activity carried out and the reason for the request. If available, please also forward:

  • the full text of the requirement, notification or request from the responsible body;
  • the deadline informed by the body and the stage at which the process is;
  • plans, sketches and approximate area of the building;
  • photographs of entrances, circulation and service environments;
  • previous documents or assessments related to the accessibility of the property.

These materials help define the scope, but do not replace the necessary technical survey. If there is any document missing, let us know what you have so we can assess the next steps.

How the inspection and report preparation works

Requirement

Reading the request, purpose and available documents.

Scope

Definition of evaluated areas, deliveries and service conditions.

Inspection

Survey and technical record of the conditions existing in the property.

Assessment report

Analysis of information and preparation of the document according to the findings.

Depending on the scope, the inspection may cover accesses, circulation routes, differences in level, ramps, doors, toilets, service areas and signage. The elements actually evaluated depend on the property and the purpose of the contract.

Report, design and execution of adjustments: what's the difference?

The report evaluates and documents. If barriers or non-conformities are identified, they need to be recorded in the analysis. The issuance of the document does not, in itself, transform an environment into an accessible one nor does it guarantee approval of the permit.

The project defines the solutions. When it is necessary to detail interventions, the architectural accessibility project has its own scope. One accessibility adjustment plan can organize intervention priorities.

Execution modifies the space. Works, adaptations and services accessibility adjustments need to be defined in specific contracting. Design, execution, administrative protocol and monitoring of the process should not be assumed to be included in the report.

The decision on the permit is up to the competent body and may depend on other requirements. If the demand also involves documents and conditions of regularity of the property, get to know the service property compliance and accessibility.

Questions about accessibility report for permit

Does every permit require the same accessibility report?

A standardized document should not be assumed for all processes. The obligation to observe and certify accessibility is provided for in federal legislation; The requested document, format and form of presentation must be checked with the body responsible for the case.

Does the accessibility report guarantee the release of the permit?

No. The report presents the technical evaluation. Approval depends on the analysis of the competent body, the conditions of the property and other requirements applicable to the process.

Is it possible to issue the report with just photographs?

Photographs and plans help with the initial analysis, but do not replace technical verification of existing conditions. Survey and inspection needs are defined before hiring.

What if the inspection finds accessibility problems?

The findings must be part of the evaluation. It may be necessary to develop a project, plan interventions or make adjustments before meeting the requirement. Forwarding depends on the conditions verified and the process.

How much does it cost and what is the deadline to prepare the report?

To define the value and deadline, it is necessary to know the location, area and complexity of the property, the scope of the requirement, the available documents and the inspection conditions. Also inform the administrative deadline received; it is not possible to promise a deadline for approval by the body.

Can I book an evaluation before receiving a notification?

Yes. A prior assessment helps to understand the property's situation and plan decisions about leasing, renovation or regularization. The scope must indicate whether the purpose is a general diagnosis or to meet a permit requirement.
